Sir,
I am directed by the Secretary of State for War to acknowledge the receipt of your letter No.20545/98 of the 27th ultimo enclosing a Memorandum by the Colonial Defence Committee, No.172 M., on the boundaries and defences of the new territory of Hong Kong.
In reply, I am to state that the Marquis of Lansdowne approves generally of this Memorandum, and especially concurs in the opinion expressed in Appendix A by the Officer Administering the Government of Hong Kong, that the increase of territory does not demand any great extension of the defences of the fortress of Hong Kong.
The recommendations of the Colonial Defence Committee, so far as they affect this Department, will be duly considered.
I am to add that as the Committee deal in their Memorandum with the Report of Mr. Stewart Lockhart, Lord Lansdowne hopes that this letter may be taken as his definite reply to your letter No.23608/98 of the 30th of November last, acknowledged by my letter No.266/Hong Kong/25 of the 27th of December last.
